Image Scaling

I made a mistake when I first wrote the question.  GS takes the 8.5x11 test file and RIPs it to 7.7x7.7.  Also, GS does not log any errors.  I suspect the problem is in my PPD, but I can't see it for the life of me.  Does this shed any light?  Thank you.
