client-error-not-possible

I compiled cups 1.1.23 from scratch on a Redhat 8 system. I configured a HPDeskjet 940c printer attached to my Netgear FR114P firewall (i.e. printing is remote). Any attempt to print generates a 'client-error-not-possible' error and aborts the print job. As far as I can tell the connection to the print server on the firewall is never attempted.

Any suggestions would be appreciated before I pull my hair (what's left of it) out.
