SOLUTION:
`cupstestppd /etc/cups/ppd/(Problem Printer).ppd`

Output from the command above shows errors in the ppd file, Fix the errors and you should be right in the web interface.

* Double check the owners of the ppd files within the /etc/cups/ppd/ directory.
