[cups.development] espgs-7.07.1 configure script ignores CPPFLAGS

Hello,

when building espgs with cups support for the arm plattform, "configure" 
seems to ignore CPPFLAGS. I had to use CFLAGS="-Os -I../cups-1.1.23-arm" 
to get the compilation working. Did I miss something or is this a bug ?
