[cups.bugs] [HIGH] STR #1212: postscript filter (pstops) doesn't

It seems the pstops filter (Postscript to Postscript) is not processing
%%IncludeFeature as per Adobe specs.

This comment specifies the need for a particular printer feature, as
described in the PostScript printer description (PPD) file. Its use
specifies a requirement a document manager must fulfill before printing
(see also the discussion under %%BeginFeature)....

It's however, inserting into the stream other processing DSC from the PPD;
so I think this is guy in charge of doing this.
