job-quota-period and job-k-limit for a printer in a class are

The limits only apply to the class queue when the class members are
local.  This *is* inconsistent, but isn't specifically a bug.

If you'd like to see quotas applied to the class scheduling
algorithm, please post a RFE at:

and we'll work on it...
