Yes, and in fact anyone is free to write up a FAQ and post it on
the CUPS site (just login and submit on the articles page)

Unfortunately, the best we can do at this point is to convert the
number to "address already in use", which IMHO isn't much more
informative. The child can't write a more meaningful message to
stderr since it will have already been closed, and we can't even
say "look in /var/log/cups/error_log" since the admin might have
configured things in a different location... :(

I dunno, you'd have to ask the Linux NIS/NFS folks...
