[cups.development] [RFE] STR #1276: Thread-safe libcups

I couldn't find the old STR requesting the thread safety feature so here's
a new one. The attached patch is one way to skin this cat... 

The before & after test to make sure you get them all is:

  $ nm libcups.2.dylib | egrep -i " b|d "

It also fixes a typo in cupsd.conf.in and stops the compiler from 
complaining about -fpie (which is different than -fPIC?)

It touches a bunch of files -- sorry in advance for the formatting issues.
