[cups.bugs] [HIGH] STR #1560: admin web interface does not ask for authentication any more

I did:

- Download cups 1.2rc2, 
- ./configure (without parameters, but I also tried to set some we need
for Debian), make, make install (no patches of any kind)
- set log level to debug2 in cupsd.conf, no other changes
- webbrowser access to http://localhost:631/admin succeeds without being
asked for a password. Any local user can administrate (also those which
are not in group lpadmin).

This worked fine in 1.1.23, but I can't get it to work now.
