[cups.development] [RFE] STR #1584: web interface polish translation

I have translated/created polish doc/images and templates. I know it's not
full translation, but i think it is enough for web interface.
index.html.in and header.tmpl.in are included so makefile should be a
little modified. There's no cups_pl.po file (messages and errors are still
english i think). i'll try to translate it later.
