I pinpointed the change now, it's commit 5438:

   - The scheduler would hang when listing PPD files for a
     manufacturer whose name contained spaces (STR #1567)

apparently the url_encode_attr() broke something protocol-wise. I do
not want to judge whether the current cups behaviour is now the
'correct' one and libgnomecups/KDE/whatever else needs to be fixed, or
if it's indeed a cups bug.
