[cups.bugs] [MOD] STR #2114: unwanted config-scripts dependencies

Fixed in Subversion repository.

PICFLAG is defined in cups-shared.m4, which is included before
cups-compiler.m4.  No problems there.

I've moved the 32/64-bit library variables to a separate cups-3264.m4 file
which is included before both cups-shared.m4 and cups-compiler.m4.
