cups administration how to log on?

I can not figure out how to use login to
use cups administration.

I thought this would be easy, and tried to find the
solution in the documentation.
Documents about cups administration usually
start like this:

use http://localhost:631
and click on "Do Administration Tasks"
login as root  ...

... But it won't let me login as root!

I have made various attempts to fix this in the
/etc/cups/cupsd.conf configuration file, and
eventually always reverted to the original
/etc/cups/cupsd.conf as it came with my
Suse 10.0 distribution.

What am I missing here?
