[cups.bugs] [HIGH] STR #1436: httpSeparateURI error for hosts w/space characters

httpSeparateURI returns an error for "hosts" containing a space character
-- for instance:

device for Lexmark_E322:
usb://Lexmark%20International/Lexmark%20E322?serial=89002PZ

Since the host in this case comes from the 1284 device id string it would
seem best not validate it's decoded value at all...
