[cups.bugs] [MOD] STR #1818: Charset encoding indicate UTF-8 while characters are ISO-8859-1, when using french translation

firefox indicates that http://localhost:631 page is UTF-8, but french
characters (like accents) are replaced by <?>.
If i force the page encoding to be iso-8859-1 or iso-8859-15, these
characters are correctly displayed.
This issue may be related to bug #1412.
