[cups.bugs] [LOW] STR #1830: http://localhost:631/help/options.html, the Printing and Options page should come as a man page

The man pages of lpr and lp point out the availability of
-o options but make no mentions about them. The user is
suppose to look at locahost:631/help. I think it would be better
to point them to another man page. I looks like the options.html webpage
could be easily formatted as a man page.
