[cups.bugs] [LOW] STR #1857: cupsLangString missing?

Looks like cupsLangString became an internal interface between 1.1.23 and
1.2.2 sometime, but I don't see any documentation about it.

Could you add a note if this is the case or let me know if I'm wrong?
