The new Policy directives if incorrectly implemented (and since the
documentation around this is non-existant is very easy to do), many
functions report: "Unknown".

This is a particularly un-helpful response.  It should return something
about can't fulfill request as a result of policy.

Please document what all this Policy and Limit stuff is and how to use it.
