This is fixed in CUPS 1.2, although not perhaps in the way you'll want.
In 1.2, page-ranges and page-set operate on the output pages, that is N-up
is applied and *then* page selection, such that for 4-up printing page 1
contains document pages 1 to 4, page 2 contains document pages 5 to 8, and
so forth. This was done to a) be consistent with the IPP spec, and b)
provide a consistent printing behavior.
Finally, the sides option is only used when you have a real duplexer
attached - it does nothing if you printer doesn't support double-sided
printing (which I suspect is the case since you are re-inserting the paper
to print on the back side...)
