[cups.development] [RFE] STR #1489: Auto restart option for auto stop queues

I have several system and several networked printers. Whenever there is a
problem in any printer (for example an "out of paper"), the corresponding
local CUPS queue(s) gets stopped.

After when the problem gets fixed (refill of paper), the local queue  does
not restart again.

There should be an option to enable the auto-restart of queues (maybe a
timeout value of 0s). Otherwise there should be an option to disable the
auto-stop feature.
