[cups.bugs] [MOD] STR #1493: Encoding conversion problem at Big Endian CPU

I found CUPS's encoding conversion was fixed at rev 5296.
It works fine with little endian CPU (e.g. intel x86),
but it seems to not work with big endian CPU(e.g. PowerPC), I think.

I attached patch which consider both endian.

Sorry, I tested with my path at my x86 box and worked fine,
but I couldn't test at platform based big endian CPU.
I wish that CUPS developers check my patch.
