The *LanguageEncoding field is ignored when parsing PPDs in load_ppds(). 
Unfortunately, this leads CUPS to tell lies later on.  When handling
CUPS_GET_PPDS, for example, the request response has
attributes-charset=utf-8, but the ppd-make-model-name might (and probably
will) contain text in a different encoding.
