[cups.bugs] [MOD] STR #1525: ppdc doesn't fail if users redefine a string

I gave my .po files to my translators to translate.  They translated
"English" to "Anglais".  But in the ddk usr/share/cupsddk/po files
"English" has already been translated as "French".  It would have been
good if ppdc had flagged that the strings were in conflict and exited with
an error.
