Hmm, I'll do some more testing here, but I've been able to get an
all Spanish or all Japanese web UI without difficulty with the latest
code and Firefox 1.5.0.1 on Linux.  I haven't yet tested on Windows
or MacOS X (a little more challenging there since the locale stuff
is different)
