[cups.bugs] [HIGH] STR #1529: _cupsStrFree frees more than it should

_cupsStrFree() doesn't check that the passed-in string really came from the
string pool.  In some cases it won't: for instance, when ippAddString()
sets string.text and (type&IPP_TAG_COPY)==0.
