[cups.bugs] [MOD] STR #1677: Required string.c for cups_strl* functions to compile DDK

I guess that the cups_strl* functions are in the cups library.  For
whatever reason, I didn't have them.

Got the 'string.c' file from Apple's web site and edited the cups/ and
ppdc/ Makefiles to compile it and include it in the link.  Built without
any other major issue.
