[cups.bugs] [LOW] STR #2097: [1.2.6] --with-log-file-perm shows wrong default

Running './configure --help' shows that the default log file perm is 0644,
but Makedefs says it's 0700.

Shouldn't it be 0600?  Anyway, they should at least be consistent..
