[cups.bugs] [LOW] STR #2122: Wrong error when fetching PPD for non-existent queue

When trying to fetch the PPD for a queue name that does not exist,
cupsGetPPD2 fails with server-error-internal-error instead of
client-error-not-found.  Here is the fix.
