Cupsd as normal user

CUPS 1.2 is no different from CUPS 1.1.x or earlier - you can run
it as root or as an ordinary user.  The main difference is that the
RunAsUser directive has been removed - if you want to run cupsd as
an ordinary user, you need to just run it from the ordinary user's
account.
