[cups.development] [RFE] STR #2052: Please rename cups-config to cups-build-config

Not really a problem but a suggestion as the name
cups-config suggests that one can use it to configure
cups which is clearly not the intent. Rather it appears
to be strictly for developers. I assume that the command
is not used by the cups software itself for printing jobs?
