[cups.bugs] [LOW] STR #1984: configure --with-printcap=/path/to/file ignores /path/to/file

When configuring cups 1.2.3 with the --with-printcap=/path/to/file option,
the /path/to/file component is left as an empty string in config.h.  The
printcap file must then be explicitly set in cupsd.conf.

The correct behaviour (by my reading) is for the /path/to/file component
to become the default for the given build of cups.
