[cups.bugs] [LOW] STR #2345: backend/runloop.c needs better STATE management

Now that CUPS correctly preserves printer-state-reasons between jobs, the
backends need to be a bit better about managing the states.

In particular, backend/runloop.c needs to *always* set the
media-empty-error and offline-error states on or off.  Otherwise things
can get confused if the print server is rebooted or loses power.

Untested patch attached.
