[cups.bugs] [MOD] STR #2488: configure --localedir does not work

Regardless of which directory is specified with configure's --localedir
option, CUPS_LOCALEDIR is always set to /usr/share/locale/ in config.h.
Even if this is changed manually in config.h, the files still get
installed into /usr/share/locale.
