This is not an application/front-end/client-side issue.

This should be handled by lpadmin and foomatic.

This is the only place it can be specified, in fact.  If you have a pool 
of printers that are mixed outputorder, then the client can't possibly 
know which printer will receive the print job (and arguably, he 
shouldn't have to... this and other bothersome details should be handled 
without his intervention and "it should just work").

Specifically, foomatic-rip should invoke pstops with the appropriate 
arguments on detecting the option "outputorder=reverse" to perform page 
reversal.
