During the poll branch landing in november 2006, the interface update poll
code (for non-Mac OS X operating systems) has been (inadvertantly?)
removed
So, CUPS, in 1.3.x and trunk, detects and lists network interfaces only
once (just after startup) and never after on these systems. 

The user is forced to a restart of cupsd in order a new interface (in my
own case, a vpn one) is detected.

Here is a patch. I have kept the same location than before revision 6123,
but maybe there is now a better place.
