[cups.bugs] [LOW] STR #2233: Better word than 'Unpublish' when shared printers not published

Printers that are shared on a server that is *not* publishing shared
printers are shown on the 'manage printers' screen with an 'Unpublish'
button.

The problem is that it gives the impression that they are published when
they are not.

Is there some better phrase we can use when the server is not publishing
shared printers?
