Oh, OK, I see the problem now!

job-sheets is a 1setOf name attribute in CUPS.  If you pass in a single
value string "none,none", then CUPS will look for a banner called
"none,none".  If you pass in two value strings "none" and "none", it will
omit the banner as you expect.

I suspect you've run into a GNOME bug...
