[cups.bugs] [LOW] STR #2211: "Export Printers to Samba" doesn't work for newly added printers

The "Export Printers to Samba" feature doesn't work for a newly added
printer if smbd hasn't reread the list of printers after the printer has
been added to cups. (It's not possible to add a printer to a cups/samba
driven "Windows print spooler service" completely via the cups web
interface.)
So cups should execute 'sudo smbcontrol smbd reload-config' or send a
SIGHUP to running smbd processes prior to the cupsaddsmb command. The
leading "sudo" is necessary because the cupsd may have no permission to
execute theses commands otherwise. The documentation should state that the
sudoers file has to be configured accordingly.
