[cups.bugs] [MOD] STR #2214: ./configure --help output wrong

The default for '--with-drivers' is advertised as 'ALL'.  However, building
with --with-drivers=ALL and without gives different results (e.g. hl1250
driver missing), so this obviously isn't the default that really gets
used.

Can we fix the help output to say what the default actually is?
