CUPS needs a simple way to query whether a user can perform operations for
a given policy.  The new policy layer is nice, but it's pretty much
unusable from a GUI application at the moment (gnome-cups-manager).  We
need to be able to initialize the UI elements depending on the current
user and policy configuration.

The attached patch adds a simple IPP extension that allows policy queries.
 The interface was designed to transmit as much information as possible to
avoid lots of small IPC calls.
