Given the difficulty in implementing this correctly, we have decided that
we will *not* be fixing this issue, and going forward will likely only
support UTF-8 (and possibly UTF-16) for plain text files.

In the meantime, you can use a2ps and other text conversion programs to
convert the text files to a less volatile format for printing.
