[STR New]

If a printer is set up with the web interface and the printer model is
auto-detected but there is no PPD for that printer model, the web
interface goes directly to the page for the manufacturer of the printer
(if there is at least one PPD for another model of this manufacturer) and
highlights the first entry.

This causes two problems:

1. See

https://bugs.launchpad.net/ubuntu/+source/cupsys/+bug/102389

A user has a Xerox WorkCentre 7228 which gets correctly auto-detected but
he does not have the PPD file for this printer. The web interface
highlights the Xerox WorkCentre 450cp which is completely incompatible to
the 7228. The user simply accepts and the test printout produces lots of
pages with gibberish.

2. If the user sees that a wrong printer is selected he would like to get
to the manufacturer list, so that he can choose the "Generic PostScript
Printer" so that he can get at least basic printing to work until he finds
the correct PPD file for his printer.

I suggest the following:

If CUPS does not find an appropriate PPD file for an auto-detected printer
the web inteface should present the manufacturer list page saying at the
top that no appropriate PPD file was found. Then the user can choose both
manufacturer and model manually (or upload a PPD file).
