Please go to your respective distribution vendor's bugzilla and submit a
bug report there.

Ubuntu is known to heavily patch their version of CUPS. Specifically, they
re-introduced that *was* *dropped* for CUPS proper in 1.2.x -- namely the
"RunAsUser" feature. 

(And what's worse -- while this feature was *configurable* in CUPS 1.1.x,
in (K)Ubuntu [and possibly Debian] it is now *enforced* upon the user...
ya' know: your system now can no longer print, but it is now at least
thought to be a bit more secure...)
