[cups.development] [RFE] STR #2448: Log "requesting-user-name" info in 'LogLevel debug', not 'debug2'

The following error_log line only appears in 'LogLevel debug2':

  cupsdIsAuthorized: requesting-user-name="some_user_name"

It would be very useful to see it in 'LogLevel debug' already. I hope this
change is not too big to include it even during the 1.2.x life cycle:
