[cups.bugs] [MOD] STR #2272: Better AuthType default for cancelling jobs

It might be unexpected behaviour to some that 'cancel -U otheruser ...'
does not require authentication as that other user.  Perhaps there should
be an 'AuthType Basic' for job cancellation in the default configuration?
