[cups.bugs] [HIGH] STR #2298: latin1 encoded textfiles missing chars

When printing a file encoded with iso-8859-1 several chars not availible in
us-ascii disaperas and sometimes several lines of texts is gone.

atm it is solved with a small filter that converts all textfiles to utf-8
but its not the ideal way of handling the problem.

Im attaching two textfiles that im using one is in iso-8859-1 and one is
in utf-8
