STR#2310 talks about creating a local.types for *adding* new MIME types for
CUPS yourself.

However, in 1.2.11 the default mime.types has 'application/octet-stream'
uncommented, which means that it is possible to submit raw jobs to
printers.

I don't seem to be able to *disallow* this behaviour by including a
commented line for 'application/octet-stream' in local.types, so I can
only think of editing mime.types myself, which STR#2310 recommends not
doing...
