I'd like there to be a means of causing the 'Held' jobs to appear after the
'Processing' and 'Pending' jobs instead of before. Perhaps instead, the
set of 'active' jobs could be redefined so as not to include held jobs and
there could be a 'Display held jobs' button.

This because we're using a charging backend wrapper which places submitted
jobs on hold for 24 hours when the student user has no monetary credit.
One has to scroll past tens of held jobs before one can see the currently
processing jobs - which to me seem to me to be the ones one most wishes to
see quickly.
