[cups.development] [RFE] STR #2536: 'BindErrorFatal' cupsd.conf option

I think that when cupsd fails to bind to a port it's been instructed by
config to bind to, either TCP or UDP, it should be fatal.  Currently it is
non-fatal.

If there are people who prefer the current behaviour of bind errors being
non-fatal, how about adding a configuration option 'BindErrorFatal yes|no'
to peace of mind to those of us wanting to know that cupsd is behaving as
configured? ;-)
