This is not a bug and will not be "fixed".

Your old systems are using a non-UTF8 locale, and the old CUPS does not
convert the locale charset to UTF-8, so the scheduler is unable to process
the request. CUPS 1.2.0 was the first release to use UTF-8 exclusively in
the scheduler, and 1.3.4 was the first release to enforce that
requirement.
